If the FAA has sent you a Notice of Proposed Civil Penalty (NPCP) letter, they believe you have violated Federal Aviation Regulations. However, you bear the burden of proof in cases involving certificate denials. In most cases, the ALJ will issue an initial decision at the conclusion of the hearing.
